<br />v;;; <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />(1) When water resources planning agencies base their planning on <br /> <br /> <br />different estimates of water use and availability it becomes almost <br /> <br /> <br />impossible to plan toward a common objective. <br /> <br /> <br />(2) The basinwide effects of implementing alternative Federal reserved and <br /> <br /> <br />Indian water rights policies cannot be properly evaluated. <br /> <br /> <br />(3) Cumulative downstream effects of implementing various State water <br /> <br /> <br />plans and the MRBC comprehensive, coordinated, joint plan cannot <br /> <br /> <br />accurately be estimated. <br /> <br /> <br />(4) Downstream impacts of reserving differing amounts of water to an <br />upstream area for interstate compact purposes, or serving minimum <br /> <br />flows for recreation, fish and wildlife, or other purposes cannot be <br /> <br />assessed. <br /> <br />(5) State-Federal agreement cannot be reached on water withdrawal and <br /> <br />consumptive-use rates for irrigation and the amount of irrigated land <br /> <br />in the basin. <br />The draft of the Missouri River Basin Hydrology Study report is scheduled <br />for completion by September 30, 1982. Estimated study costs total $2.3 million <br />of which $1.7 million will be federally funded and $579,000 will be provided as <br />in~kind service from the States. <br />Management of the study is with the Missouri River Basin Commission's <br /> <br />study director and staff, and the study management group. Study management <br /> <br />group members are representatives from the Federal Departments of the Interior, <br /> <br />Army, Agriculture, and the States of Colorado, and Missouri. The Vice Chairman <br /> <br />of the Commission serves as an ex-officio member of the management group. <br /> <br />Work tasks will be assigned to various work groups and consultants. Work <br /> <br />group activities are outlined in Chapter IV of this plan of study. <br />
