In addition, a users manual for the Missouri River Basin

I

hydrologic accounting system will be prepared.

I
I

General Criteria

A list of criteria has been established to provide all study participants

with a common base. In addition to these criteria, specific guidelines for

General criteria for all study participants are as follows:

I
I
I

each work activity are included in the work outlines presented in Chapter IV.

The work groups may also need to expand guidelines as study activities

progress.

1. The base year of 1978 will be used to represent existing conditions.

I

2. The study record will ClOver the years 1944 to 1978 inclusive.

3. The Missouri River Basin hydrologic accounting system developed will
be of sufficient detail to allow for use in level B studies or
studies of a comparable level of detail.

I
I

4. The main study report may identify areas that require future
more in-depth hydrologic analysis. In addition, a recommended
lead agency and the funding required to carry out the additional
study should be identified.

5. Water resource projects in place as of December 31, 1978, shall be
considered operational as authorized.

I
I

6. The study area will consist of the drainage for the Missouri River
Basin within the United States. The basic hydrologic breakdown
will consist of the accounting units as identified ~ the WRC
and as shown in figure 5 of this plan of study

I

7. Background data to be used will be updated from available
sources. Major baseline studies will not be undertaken.
Recommendations will be made for new or revised future programs
to fill serious data ~aps.

I

8. Where appropriate, existing Federal, State, and local laws,
regulations, court decrees, interstate compacts, and other forms of
institutional constraints will be identified as requirements to be
met.

I

I

9.

The study will be conducted ~ accounting unit or increments
thereof, with approximate delineations made on a State basis to
maintain state boundary identification.

-24-

I
I

I
