The reservoir operation data for the period of 1948 through 1981 <br /> <br /> <br />were used to develop the flow duration and pool elevation duration curves that <br /> <br /> <br />were the basis of the energy potential estimations. <br /> <br />B. Until 1979, the beginning of the irrigation season normally <br /> <br /> <br />initiated a rapid drawdown of the irrigation water supply that had been stored <br /> <br /> <br />during the winter. Because of numerous disagreements over the management of <br /> <br /> <br />the releases, it often resulted that when canals, ditches and/or the state of <br /> <br /> <br />K~nsas would call for water, all the users had to take their water then or not <br /> <br /> <br />at all. On 26 Marcb 1979, owners of surface water rights below John Martin <br /> <br /> <br />Reservoir entered into an agreement sanctioned by the Arkansas River Compact <br /> <br /> <br />Commission which changed the methods of -calling- for water. The canals can <br /> <br /> <br />now call for any portion of their allotment as they have a demand for the <br /> <br /> <br />water. In effect, each canal association and the state of Kansas bave an <br /> <br /> <br />account with a water bank, namely John Martin Reservoir. This system of water <br /> <br /> <br />accounting will allow the annual drawdown rate to decrease and will extend the <br /> <br /> <br />period of_ time that_ storage OCCurs in the project. The impact of this new <br /> <br /> <br />operation bas resulted in carryover conservation storage every year since 1979 <br /> <br /> <br />which would not bave occurred without the agreement. However, this new system <br /> <br /> <br />is subject to annual renewals and could be cancelled by either state <br /> <br /> <br />represented on the Compact Commission. <br /> <br />c. pprm~npnt Pool. <br /> <br />1. Another important hydrologic factor that directly determines <br /> <br /> <br />hydropower potential is the availability and variability of head. As stated <br /> <br /> <br />earlier, the historic pattern of water storage in John Martin Reservoir is <br /> <br /> <br />characterized by filling in the winter months followed by rapid, and at times, <br /> <br /> <br />complete evacuation of the water supply in the spring and early summer.
