PREUMIN.." <br />SUBJECT TO REVISION ) <br /> <br />a detailed hydrologic investigation of future trends in the Arkansas <br /> <br /> <br />vater supply into John Martin Reservoir is in order. <br /> <br />t <br />. <br /> <br />The Administration is revieving cost-sharing and financing procedures <br /> <br /> <br />across the entire spectrum of vater resources development. The <br /> <br /> <br />Administration's basic principles governing the development of specific cost- <br /> <br /> <br />sharing policies are (1) the cost of services produced by vater projects <br /> <br /> <br />should be paid for by their direct beneficiaries and (2) the Federal <br /> <br /> <br />Government viII no longer bear the major portion of the financing of vater <br /> <br /> <br />projects. Under this funding concept. nev sources of project financing. both <br /> <br /> <br />public and private. viII have to be found. In the event of implementation of <br /> <br /> <br />these cost-sharing policies it is likely that this pover project vould be a <br /> <br /> <br />100 percent local cost. If such is the case. coordination vith potential <br /> <br /> <br />local sponsors of this project should be initiated at the earliest appropriate <br /> <br />time. <br /> <br />- <br /> <br />19 <br />
