<br />Ability of Title I to Support Program Objectives <br /> <br />. Develop surrogate water quality <br />measurements. <br /> <br />. Develop innovative disposal techniques for <br />all effluents, including sludge and reject <br />stream. <br /> <br />. Advance recovery of treatment chemicals <br />and treatment byproducts. <br /> <br />. Develop techniques to minimize <br />byproducts and waste. <br /> <br />. Investigate techniques to increase recovery <br />of the reject stream. <br /> <br />. Investigate uses for the reject stream. <br /> <br />The research and development program <br />complements the Denver Office's new <br />desalting tecnnologies program, Many <br />desalting technologies program tasks have <br />been identified through the research and <br />development program or will use the <br />research and development program's <br />findings and developments. For example, <br />the results of the membrane degradation <br />studies provided direction for the membrane <br />development program, and the approaches <br />used in the "clean water test" were used to <br />evaluate and troubleshoot membrane and <br />pretreatment performance, In turn, results <br />from the desalting technologies program <br />will contribute to YDP operations and <br />practices, <br /> <br />To monitor and review the desalting <br />technologies program in Denver, an ad hoc <br />professional board will be created. The <br />board, which will consist of experts from the <br />Government, academia, and desalting <br />industry, will meet regularly to help <br />develop, monitor, evaluate, and identify <br />required changes in program direction, <br /> <br />Technology Transfer <br /> <br />Reclamation has actively pursued desalting <br />technology transfer by sharing problems, <br />experiences, and solutions with the <br />desalting industry through cooperative <br />studies, sponsored tests, technical papers <br />and presentations, and other technology <br />transfer forums. <br /> <br />For example, Reclamation sponsored a <br />workshop in October 1989 entitled <br />"Emerging Desalting and Water Treatment <br />Technologies," which brought together <br />desalting experts from across the Nation. <br />The workshop recommendations focused on <br />the need to reduce the reject stream for <br />environmental as well as operational <br />purposes, <br /> <br />Reclamation also cosponsored with the <br />National Water Supply Improvement <br />Association a workshop on research needs. <br />The workshop was held as part of the <br />International Desalination Association's <br />World Congress in August 1991. More than <br />100 United States and international <br />desalting experts participated, The results <br />of the workshop were used to prepare a <br />report entitled Research Needs for <br />Upgrading Sub-standard Water Supplies. <br /> <br />The YDP continues to maintain a high <br />profile in the desalting industry, as <br />evidenced by the visits from desalting <br />engineers and water managers from more <br />than 20 countries. <br /> <br />Research efforts are guided by the staffs at <br />Reclamation's Yuma Projects, Regional, and <br />Denver Offices and by the YDP contractor, <br />These staffs represent a major Government <br />resource in desalting technology and serve <br />as a reference and referral source for the <br />public, <br /> <br />33 <br />
