<br />05G:'., <br /> <br />",".; <br /> <br />....) <br /> <br />\\::. <br /> <br />PREAMBLE <br /> <br />The desire of the people in the lower South Platte River <br />valley to develop and conserve their water resources cul- <br />minated on May 6, 1964, with the formation of the Lower <br />South Platte Water Conservancy District, which comprises <br />parts of Logan, Morgan & Sedgwick and Washington counties <br />and an aggregate land area ot 375,040 acres. <br /> <br />Included are the municipalities of Brush, Fort Morgan <br />and Sterling, plus almost a dozen smaller ,towns. Colorado <br />law provides that owners of land not now in the District may <br />file a petition with the Board of Directors praying that such <br />lands be included in the District. <br /> <br />....:. <br /> <br />This brochure, (No.2) and olhers in a series, are intend- <br />ed to help identify the absoMe importance of water in the <br />lower South Platte valley of Colorado. It is entitled "WATER <br />- Life Blood of Progress" and certainly no 'be~'er statement <br />of the simple fact can be made than that the one single item <br />which predicates the future of ,the lower South Plat;e valley <br />is its use of water. <br /> <br /> Areas which have water can plan for unlimited growth and <br /> prosperity; others which have water in limited quanity, but <br /> whose people use, protect and conserve it wisely, can have <br /> limited growth and prosperity. Those areas wnich do not ....\:...il <br /> plan for future development and use of this precious com- <br /> modity have already established the point beyond which they ..... <br /> cannot grow and prosper. <br /> The lower South Platte's future development and main- I <br /> ten.ance of agriculture, industry, rural life and municipal <br /> growth depend upon the availability of an abundant, econom- <br /> ical and suitable water supply. The key and initial step in the <br />'. objective of tlIe District to implement a long-range plan for <br /> the full development and improved mangement of tlIe area's <br /> vast water and related land resources is the construction of <br /> tlIe Narrows Dam and Reservoir for multipurpose water <br /> storage and flood control. <br /> Narrows Reservoir is destined to insure a clean whole. I <br /> some water supply fur the 1900's and beyond . . . better liv- <br /> ing conditions and a refreshing environment for the valley's <br /> citizens . . . control of erosion, flooding and pollution. . . new <br />- Waler oriented recreational facilities. Clearly the South Platee <br />valley, with the Narrows Project, is in position -to take full <br /> advantage of the unique role full control and wise manage. <br /> ment of her great wa.ter resources will provide. <br />;;. <br /> The Narrows Project has been talked about since the <br /> turn of the centw-y. Due to local apathy and disagreements <br /> over site selection, no firm commitments were made until <br />, ,. ..
