Depressed Area

Fruitland Mesa Project--located in MOntrose and Gunnison Counties, Colo-
rado,--is included in the Four Corners Economic Development Region - a
region designated under the Public Works and Economic Development Act of
1965, due to persistent and chronic unemployment and. depressed incomes
and economic activity.

The cities of MOntrose and Delta, COlorado, are trade centers located near
the Fruitland Mesa Project. These cities have been designated as eligible
for assistance under Title I of the Public Works and Economic Development
Act on the basis of unemployment.

Environmental Impact

a. Construction of Soap Park Reservoir (Millie Goodwin Lake) will
create aesthetic improvements on the landscape by 8JCcess roads, dam con-
struction, and increased human activity that will affect the experience
o..;f those persons using the West Elk W:iJLderness. ~e Wilderness is adja-
cent to the proposed reservoir development.

b. Water quality of Soap Creek will be enhanced and minimum flows
will be maintained which may lead to establishing a Kokanee Salmon run
from Blue Mesa Lake.

c. The establishment of a m:l.nimum pool' in Goliild Reservoir where
one presently does not exist will establish a ye~roundfishery in that
reservoir.
