These cities have been designated as eligible <br />for assistance under Title I of the Public Works and Economic Development <br />Act on the basis of unemployment. <br /> <br />Environmental Impact <br /> <br />a. Construction of Soap Park Reservoir (Millie Goodwin Lake) will <br />create aesthetic improvements on the landscape by 8JCcess roads, dam con- <br />struction, and increased human activity that will affect the experience <br />o..;f those persons using the West Elk W:iJLderness. ~e Wilderness is adja- <br />cent to the proposed reservoir development. <br /> <br />b. Water quality of Soap Creek will be enhanced and minimum flows <br />will be maintained which may lead to establishing a Kokanee Salmon run <br />from Blue Mesa Lake. <br /> <br />c. The establishment of a m:l.nimum pool' in Goliild Reservoir where <br />one presently does not exist will establish a ye~roundfishery in that <br />reservoir. <br /> <br />7 <br />
