Recorded Moffat Tunnel diversions over-estimate diversions upstream of
the Hot Sulphur Springs gage since the records also include diversions
from the Williams Fork River, which joins the Colorado River downstream
of Hot Sulphur Springs. Diversions from irrigation ditches upstream of
Hot Sulphur Springs were not considered in calculating the virgin flows,
and, to some extent, this offsets the inclusion of Williams Fork diver-
sions.
