City, Iowa, to the mouth." It should also be noted that a significaut
amo~nt of reservoir storage capacity has been constructed to meet the
multlpurpose needs of the Missouri River Basin.
The Narrows unit was included iu and authorized with the general
~omprehenslve plan for the Missouri River Basin .proj Bet as presented
In Senate Document 191 (78th Congress). As explained iu our pro-
p~sed report, reauthOI'lZatlOn of the unit is required in accordance
WIth the Act of August 14, 1964. Its developmeut as proposed in our
report repres~nts no water use additional t9 that plan. Therefore,
recommendatIOns,of t~e State of Iowa for provisions in the authorizing
document and legISlatIOn do not .appear to be necessary or appropriate.
. The S~ate of ~ebraska recoguizes that the Narrows unit would be
In compliance WIth the South Platte River Compact between Colorado
and Nebraska, and it accepts the validity of that compact. The State
expresses concern that,.even though in compliance with the compact,
development of the Ulut would result in a reduction in river flow at
the Colorado-Nebraska State line which would deplete water supplies
of th~ Platte Valley and Central Nebraska Public Power and Irrigation
DIstricts and thereby. impair the ability of the districts to repay their
Federa! lo~us. We. will be ';lliudful of these con4itions during post-
authonzatIOn studies and will, to the extent consIstent with the pur-
poses of the unit, seek to minimize the adverse effects.
The Chief of Engineers, Department of the Army, advises that the
proposed plan does not conflict with existing or authorized projects
or p~aus of the .Corps of Eugineers. He also advises that a subsequent
detailed anallsIs of the flood damage reduction which CQuld be realized
fr ~ operatIOn of N arrows ReserVOIr resulted in a slightly lower
estJ.m!'te ($940,000) than the previously furnished estimate ($961,000)
used In our pro!,osed report and that substitution of the lower figure
would have no slgr.llficant effect on the feasibility of the unit.
. Comments receIved from the other States and Federal agencies
eIther are favo~able ~r offer no 'objection to the proposed development.
After full consIderatIOn of the views and' recommendations received
we conclu~e that revision of our proposed report, except for adoptio~
of ~e baSIC plan of development, is not necessary as a result of the
re~e~s. .
Sub~equent to completion of our proposed report the Federal Water
PollutIOn Control Administration gave further consideration to the
water quality control effects of the unit. It advises us that no down-
stream water quality effects are expected which may interfere with
present or proposed beneficial uses in the South Platte River. Because
of !,o.tential w~ter quality problems, that agency may recommend
additIOnal studIes after the unit is placed iu operation.
I roo~mmend that you approve and adopt this report, which adopts
th,;, basl~ pl,an of deyeloPD?-ent, as your report on the Narrows unit,
MlSSOUTI Rnrer Basm proJect, Colorado, and that you transmit it
together with the attached documents, to the President and subse:
quently to the Congress, as provided by the Reclamation Project
Ai>t of 1939.
Respectfully,
FLOYD E. DOMINY, Oommissioner.
D.S DEPARTMENT OF THE INTERIOR,
BUREAU OF RECLAMATION,
Washington, D.C., September 12,1967.

THE SECRETARY OF THE INTERIOR.

S,R: This is my proposed report on the Narrows Unit, South Platte
Division ,Missouri River Basiu project, Colorado. It is based upon
and iJicludes the attached report prepared by the Regional Director,
dated August 1966, a.s revised January 1967, which sets forth the
proposed plan of development and its engineering feasibility and eco-
nomic justification. That plan is sw:nmarized herein as well as an
alternative plan based upon our subsequent consideration of stream-
flows proposed for water quality control. Appended to the Regional
Director's report are reports by the Corps of Engineers, National
Park Service, Bureau of Sport Fisheries and Wildlife, and the Public
Health Service.
The proposed Narrows unit would be a multiple-purpose develop-
ment, serving the functions of irrigation, flood control, recreation, and
fish and wildlife enhancement. The unit was authorized for develop-
ment by the Flood Control Acts of 1944 (58 Stat. 887), 1946 (60
Stat. 641), and 1950 (64 Stat. 170). The general comprehensive plan
for the Missouri River Basin project "r'as presenteq. in Senate Docu-
ment 191 and House Document 4751 as revised and coordinated by
Senate Docmnent 247 (78th Congress). The attached report has been
prepared under the general authority of the Federal Reclamation
Laws (act of June 17, 1902,32 Stat. 388, and acts amendatory thereof
or supplementary thereto) and pursuaut to the provisions of Public
Law 442, 88th Congress, which requires reauthorization by the Con-
gress of any units of the Missouri River Basin proj ect on which con-
struction was not underway as of August 14, 1964. Authority to
eugage in the feasibility investigation of the unit was provided by the
act of September 7, 1966 (80 Stat. 707).
During the severe drought of the 1930's, water shortages became
widespread and ground water development iu the South Platte River
Ba.sin expanded rapidly. It became apparent that additional surface
water for irrigation would be required. The only practicablemeans
of resolving the situation was by transmountain importation of water
from sources on the western slope of the Continental Divide. Studies
of ways to alleviate the situation were made which led to the subse-
quent authorization of the Colorado-Big Thompson project by the
Interior Department Appropriation Act of 1938 (50 Stat. 595) for
construction of the project in accordance with the plan described in
Senate Docmnent 80 of the 75th Congress. The Northern Colorado
Water Conservaucy District was formally organized in 1937 and
entered into a contract with the United States on July 5, 1938, for
the repa-yment of proj ect construction costs.
The proposed Narrows unit is superimposed on lands included in
the N orthem Colorado Water Conservancy District in the central
aud lower South Platte Ba.sin. Colorado-Big Thompson project im-
