The S~ate of ~ebraska recoguizes that the Narrows unit would be <br />In compliance WIth the South Platte River Compact between Colorado <br />and Nebraska, and it accepts the validity of that compact. The State <br />expresses concern that,.even though in compliance with the compact, <br />development of the Ulut would result in a reduction in river flow at <br />the Colorado-Nebraska State line which would deplete water supplies <br />of th~ Platte Valley and Central Nebraska Public Power and Irrigation <br />DIstricts and thereby. impair the ability of the districts to repay their <br />Federa! lo~us. We. will be ';lliudful of these con4itions during post- <br />authonzatIOn studies and will, to the extent consIstent with the pur- <br />poses of the unit, seek to minimize the adverse effects. <br />The Chief of Engineers, Department of the Army, advises that the <br />proposed plan does not conflict with existing or authorized projects <br />or p~aus of the .Corps of Eugineers. It advises us that no down- <br />stream water quality effects are expected which may interfere with <br />present or proposed beneficial uses in the South Platte River. It is based upon <br />and iJicludes the attached report prepared by the Regional Director, <br />dated August 1966, a.s revised January 1967, which sets forth the <br />proposed plan of development and its engineering feasibility and eco- <br />nomic justification. That plan is sw:nmarized herein as well as an <br />alternative plan based upon our subsequent consideration of stream- <br />flows proposed for water quality control. Appended to the Regional <br />Director's report are reports by the Corps of Engineers, National <br />Park Service, Bureau of Sport Fisheries and Wildlife, and the Public <br />Health Service. <br />The proposed Narrows unit would be a multiple-purpose develop- <br />ment, serving the functions of irrigation, flood control, recreation, and <br />fish and wildlife enhancement. The unit was authorized for develop- <br />ment by the Flood Control Acts of 1944 (58 Stat. 887), 1946 (60 <br />Stat. 641), and 1950 (64 Stat. 170). The general comprehensive plan <br />for the Missouri River Basin project "r'as presenteq. in Senate Docu- <br />ment 191 and House Document 4751 as revised and coordinated by <br />Senate Docmnent 247 (78th Congress). The attached report has been <br />prepared under the general authority of the Federal Reclamation <br />Laws (act of June 17, 1902,32 Stat. 388, and acts amendatory thereof <br />or supplementary thereto) and pursuaut to the provisions of Public <br />Law 442, 88th Congress, which requires reauthorization by the Con- <br />gress of any units of the Missouri River Basin proj ect on which con- <br />struction was not underway as of August 14, 1964. Authority to <br />eugage in the feasibility investigation of the unit was provided by the <br />act of September 7, 1966 (80 Stat. 707). <br />During the severe drought of the 1930's, water shortages became <br />widespread and ground water development iu the South Platte River <br />Ba.sin expanded rapidly. It became apparent that additional surface <br />water for irrigation would be required. The only practicablemeans <br />of resolving the situation was by transmountain importation of water <br />from sources on the western slope of the Continental Divide. Studies <br />of ways to alleviate the situation were made which led to the subse- <br />quent authorization of the Colorado-Big Thompson project by the <br />Interior Department Appropriation Act of 1938 (50 Stat. 595) for <br />construction of the project in accordance with the plan described in <br />Senate Docmnent 80 of the 75th Congress. The Northern Colorado <br />Water Conservaucy District was formally organized in 1937 and <br />entered into a contract with the United States on July 5, 1938, for <br />the repa-yment of proj ect construction costs. <br />The proposed Narrows unit is superimposed on lands included in <br />the N orthem Colorado Water Conservancy District in the central <br />aud lower South Platte Ba.sin.
