<br />DEAR MR. SECRETARY: This letter is in reply to your letter of
<br />FebrullJ"Y 8, 1968, transnutting your proposed report on the Narrows
<br />unit, Missouri River Basin project and requesting advice concerning
<br />the relationship of the report to the President's program.
<br />The Narrows unit, a multipurpose development, would provide
<br />flood control, recreation, and fish and wildlife enhancement and
<br />~upply supplemental irrigation water to 166,370 acres in four counties
<br />m northeastern Oolorado. Of the total estimated project cost of
<br />$61,820,000, $26,199,400 is allocated to irrigation. It is anticipated
<br />that the direct project beneficiaries will repay 100 percent of the
<br />project costs allocated to irrigation within 50 years of the initial
<br />delivery of water.
<br />The .service area of the Narrows project coincides with that part
<br />of the service area of the operating Oolorado-Big_ Thompson reclama-
<br />tion project in Logan, Morgan, Sedgwick and Washington Oounties.
<br />Lands that receive a supplemental supply of irrigation water from
<br />the Oolorado-Big Thompson project are exempt from the 160-acre
<br />limitation of the Federal reclamation law by reason of the act of
<br />June 16, 1938; 52 Stat. 764; 43 U.S.O. 386. We have been advised by
<br />Department of the Interior staff that, although the areas coincide,
<br />no Oolorado-Big Thompson water is delivered to any irrigators in
<br />the Narrows project area. We understand that the 160-acre limitation
<br />of the reclamation laws will be complied with on lands to be served
<br />by the Narrows project.
<br />I am authorized by the Director of the Bureau of the Budget to
<br />advise you that there would be no objection to the submission of the
<br />proposed report to the Congress. No commitment, however, can be
<br />made at this time as to when any estimate of appropriation would
<br />be submitted for construction of the project, if authorized by the
<br />Congress, since this would be governed by the President's budgetllJ"Y
<br />objectives as determined by the then prevailing fiscal situation.

<br />DEAR MR. PRESIDENT: My report on the Narrows unit, Missouri
<br />River Basin project, Oolorado, is transmitted herewith as provided by
<br />section 9(a) of the Reclamation Project Act of 1939 (53 Stat. 1187) and
<br />section III-E-3 of the procedures approved by the President on May
<br />15, 1962 (S. Doc. 97, 87th Oongress).
<br />The Narrows unit was authorized for development by the Flood
<br />Oontrol Acts of 1944 (58 Stat. 887), 1946 (60 Stat. 641), and 1950
<br />(64 Stat. 170). Reauthorization is required under provisions of the act
<br />of August 14, 1964 (78 Stat. 446).
<br />The ~ arr?ws u?it would be a multiple-purpose development en-
<br />compassmg lITIgation, flood control, recreation, and fish and wildlife
<br />enhancement. It would provide a dependable supplemental water
<br />supply for 166,370 acres of irrigable land along the main stem of the
<br />lower South Platte River in northeastern Oolorado.
<br />The proposed report on the unit was transmitted to the affected
<br />States and interested Federal agencies for review as required by law
<br />and the procedures approved by the President on May 15, 1962. Oopies
<br />of all of the comments received, none of which are in opposition to the
<br />proposed plan, are attached to the report. Enclosed is a copy of supple-
<br />mental letter dated FebrllJ"Y 2, 1968, from the State of Oolorado in-
<br />dicating its intent to meet its repayment ob~ations established by the
<br />!~~eral Water Project R~?r.eation Act within a 50-year period after
<br />rmtlal use of the first facilities developed for recreation and fish and
<br />wildlife enhancement purposes of the unit.
<br />I recommend that the adopted plan for development of the Narrows
<br />unit of the Missouri River Basin project be authorized for construction
<br />in accordance with the basic plan presented in the enclosed report. I
<br />shall appreciate receiving your advice concerning the relationship of
<br />this pr?posed w~ter resource development to your program before the
<br />report IS t~ansrmtted ~ the Oongress for its .consideration and appro-
<br />pnate actIOn as prOVided by the ReclamatIOn Project Act of 1939.
