FINDINGS AND RECOMr1EN[)ATIONS

Alternatives developed within ~he la Verkin Springs Unit 1981 Concluding
report were reanalyzed along with new alternatives developed during this
study. The reanalysis was based on qeoloqic data from 1983 field studies,
updated and refinee hydrologic data,' and ~easibilitv grade d@signs prepared
during the previous studv.

Salinity reductions at Imperial Da~ were calculated to range, depending on
the alternative ane life of pro)ect, from 5.29 to 4.1 mg/l, this resulted
in a cost effectiveness for the least expensive alternative (-6) of
Sl.9 ffiillion for each mg/l of salinitv reduction at I~perial Dam. Table 1
displays the sun~lary cost for all alternatives.

Findinos indicate the proiert is not presently cost effective and our
recom~endation is that studies be discontinued until such ti~e as
technological or other factors warrant reconsideration.

BACKGROU','l Arm AUT~nRJTY

During the past ?O vears the la Verkin Springs pro)ect has been studied
extensively with several reoorts beine produced including an unpublished
feasibility report with appendices. In 1981 a Concluding report was
prepared in lieu of finalizing the feasibility report. The Concluding
report stated the pro)ect had no cost effective alternative.

Simultaneous with the development and submittal of the Concluding report
the Washington County Water Conservancy District (WCWCD) and State of Utah
were beine aDrr~ached with a prop~sal fron a private consultant that
indicet~d total evaporation with clay lined ponds may ~ake the la Verkin
Sprinos pro)ect cost effective. Rased on the private consultants
information WCWCD and the State of Utah were successful in having the
pro)ect reinitiated bv Congress in 1983. The pro~ect study is presently
scheduled to last for 4 years (1983-86) with a total Of S600,000 available.

The WCWCD and State Of Utah offered tn contribute S?30,000 to the study if
it could be accelerated from 4 to 3 years. Steps were immediately taken by
Recla~?~;~~ to f~co~~~d2~e the reauest.

~v~~r,lr~i: stu~~es ?r~ ?~sur~tirrs \~e~E U~d2tp~, ae~lrcic stli~i~s in;t;?~e~
ard COStS fro~ previous feasihilitv studies wer~ ;ndex~d to 1QS3.
