WASHINGTON - The Reagan administration will con- <br />tinue to oppose building the controversial Animas-La Pia- <br />til water project in Colorado and New Mexico until its <br />beneficiaries or the states pay up Some of the needed <br />money, [jn Interior Department official said Tuesday. <br />"We feel that il Animas-La Plata,is going to be built, it', <br />going to require contributions from project beneficiaries," <br />said Harold W, Furman, deputy secretary lor water and <br />science in the department. "It's the negotiations (on sbar- <br />ing costs) that are bolding it up." <br />, The water project spans tbe border of soutbwestern <br />Cotof<.Jdo and northwestern New Mexico. First authorized <br />, by Congress in 1968, it has never received funds for <br />construction, It was noticeably absent from the federal <br />hudget that Reagan submitted last week. So was the <br />Narrows Unit project jn northeastern Colorado, anotber <br />project that has been authoriied but never funded. <br />Furman spoke at a hearing .of the water resources <br />subcommittee of the House Interior Committee, which is <br />considering changes in water'development policies. The <br />. lone congressman and acting chairman of the hearing was <br />Hep, Raymond Kogovsek, D-Colo., wbo represents Colora. <br />, do's Westem Slope. ' <br />Kogovsek and Rep. Hank Brown, R-Colo., whose north- <br />eastern Colorado district includes tbe Narrows project, <br />ha've criticized the administration for ignoring the two <br />state projeels, The congressmen point to Reagan's 1980 <br />campaign promises to renew flagging water development <br />ill the West. <br />, Last lall. then.lnterior Secretary James G. But budget <br />director David Stockman shot ,down the department's' <br />. plans as too expensive, <br />"The administration as a rule does support Animas-La <br />Plata," Furman insisted to Kogovsek on Tuesday.
