<br />Measure Would Govern Use of Missouri River Water
<br />
<br />YOUNG INTRODUCES BILL TO CREATE AN INTERSTATE COMPACT
<br />
<br />Congressman Robert A. Young of Missouri's Second District today introduced a bill
<br />in the u.s. House to create an interstate compact among 10 Missouri River Basin states.
<br />The compact would set up a special commission to govern lithe fair and equitable
<br />allocation .of water of the Missouri River and its tributaries. 11
<br />
<br />"This bill provides a much-needed answer to the questions and problems that are
<br />now being raised by a number of proposals throughout the Missouri River Basin area to
<br />take water from the river for special uses,1I Congressman Young said.
<br />
<br />Under Young's proposal. Congress would give its consent to the formation of a
<br />Missouri River Interstate Compact Commission. The commission would be composed of
<br />one member from each state appointed by the respective governors with the advice and
<br />consent of the various state senates. . In addition. one member would be appointed
<br />to the commission by the President to act as a federal representative.
<br />
<br />According to the bill, liThe function of the commission shall be to negotiate and
<br />prepare one or more compacts or agreements...for submission to the legislatures of the
<br />states of the Missouri River Basin and to Congress.1I
<br />
<br />The bill says the states of the Missouri River Basin are "to negotiate and enter
<br />into compacts or agreements providing for means for the attainment of the conservation
<br />and development of the land and water resources of the Missouri River Basin. through a
<br />basin-wide comprehensive program for the unified planning, development and operation
<br />of those resources, integrating the resource development programs and operations of
<br />agencies of the United States and of the states of the Missouri River Basin, and for
<br />securing effective coordination and cooperation among the states of the Missouri River
<br />Basin and between the United States and the states of the Missouri River Basin."
<br />
<br />"lncluded in the bill," Congressman Young said, Hare provisions to protect the
<br />. integrity of existing compact agreements and provisions to guarantee against any
<br />additional pollution being dumped into the river as the result of any future projects
<br />that would be governed by the compact."
<br />
<br />Young referred to language in the bill which calls for "existing compacts
<br />between or among the states of the Missouri River Basin and decrees of the United
<br />States Supreme Court relating to any of the waters of the Missouri River or its
<br />tributaries shall be fully recognized 1n any such compact or agreement, and (that)
<br />any such compact or agreement shall ensure that any allocation of water made by
<br />such compact or agreement shall not cause deterioration 1n the water quality of any
<br />state of the Missouri River Basin and shall not reduce the navigational capacity of
<br />the Missouri River."

<br />In introducing the bill on the House floor, Congressman Young said, "Water is the
<br />most critical long-range problem facing the nation. The inevitable shortage of clean,
<br />usable water poses a potentially more severe problem than the energy crisis...The people
<br />of America must realize that our most vital natural resource can no longer be taken
<br />for granted. II
<br />
<br />Citing estimates that in less than 20 years "every region of the countr:y will
<br />confront severe water shortages unless we as a nation. recognize that we cannot
<br />continue to waste and pollute our most precious, life-giving comrnodity--water," Young
<br />said the hundreds of local problems "are building into an enormous national crisis.
<br />The challenge now before the American people, to ensure adequate water supplies. will
<br />have a profound effect on America's future growth."
