' , --. . <br />Certainly there is a treaty between the <br />United States and Canada' on' in- <br />tern'ationalwaters', and this should be <br />honored. It is one of the reasons, probably <br />the main reason, why Garrison is stymied. <br />The treaty is being honored. At the same <br />time, exploration is going on as to whether <br />Canadian fishing waters would indeed be <br />damaged ,by rougb fish from Garrison, or <br />whether this worrv could be eliminated <br />and North Dakota "still could have a fea. <br />sihle project. Canadian objections are a <br />prime. concern in.U .S. congressional dis- <br />cussions of Garrison, <br />Recently, the Canadian province of <br />Manitoba elected a new premier, Howard <br />. Pawley. Pawley. who ran on the New <br />Democratic Party ticket, ousted the Pro- <br />gressive Conservative Sterling Lyon. Lyon <br />has been a consistent champion of Cana- <br />dian rights on this matter.' .' <br />After the election; Pawley was asked <br />how he' felt. about GarY-hon Diversion, and <br />he left little doubt that he would top just <br />about anybody in.vigilance concerning the <br />project..' He said his government will not <br /> <br />relax its scrutiny of Garrison, even though <br />construction of the project was halted ear- <br />lier this year by a federal court order.. <br />"As I indicated during the campaign, we <br />will establish an office, a listening post, in <br />Washington, that could monitor what is <br />taking place and ensure that we're kept <br />alerted," Pawley said. <br />Canada has so many U.S. groups watch- <br />ing 'out for Canada's interests, especially <br />environmental groups and congressmen <br />from other states who covet the same IIlis- <br />souri River water, that a permanent lis- <br />tening post. actually seems superfluous, <br />But listen away. <br /> <br />As it now stands, the authorization for <br />Garrison (now stalled by court order) is <br />for only a $4 million appropriation that <br />would construe! a pumping station for a <br />test irrigation plot at Oakes, N,D. <br /> <br />And do you know what they want to do <br />at Oakes? They ....ant to study quality of <br />return flows from irrigation to see if the <br />difficulties with Canada can be resolved. <br />This is a controlled thing. This is one toe <br />at a time. This is not return flows into <br />Canada, We cannot abrogate our treaty <br />with Canada, At the same time, North Da- <br />kota has a claim on r,lissouri River water <br />which Garrison Diversion in some form <br />should deliver, <br /> <br />< <br />
