' , --. . Certainly there is a treaty between the United States and Canada' on' in- tern'ationalwaters', and this should be honored. It is one of the reasons, probably the main reason, why Garrison is stymied. The treaty is being honored. At the same time, exploration is going on as to whether Canadian fishing waters would indeed be damaged ,by rougb fish from Garrison, or whether this worrv could be eliminated and North Dakota "still could have a fea. sihle project. Canadian objections are a prime. concern in.U .S. congressional dis- cussions of Garrison, Recently, the Canadian province of Manitoba elected a new premier, Howard . Pawley. Pawley. who ran on the New Democratic Party ticket, ousted the Pro- gressive Conservative Sterling Lyon. Lyon has been a consistent champion of Cana- dian rights on this matter.' .' After the election; Pawley was asked how he' felt. about GarY-hon Diversion, and he left little doubt that he would top just about anybody in.vigilance concerning the project..' He said his government will not relax its scrutiny of Garrison, even though construction of the project was halted ear- lier this year by a federal court order.. "As I indicated during the campaign, we will establish an office, a listening post, in Washington, that could monitor what is taking place and ensure that we're kept alerted," Pawley said. Canada has so many U.S. groups watch- ing 'out for Canada's interests, especially environmental groups and congressmen from other states who covet the same IIlis- souri River water, that a permanent lis- tening post. actually seems superfluous, But listen away. As it now stands, the authorization for Garrison (now stalled by court order) is for only a $4 million appropriation that would construe! a pumping station for a test irrigation plot at Oakes, N,D. And do you know what they want to do at Oakes? They ....ant to study quality of return flows from irrigation to see if the difficulties with Canada can be resolved. This is a controlled thing. This is one toe at a time. This is not return flows into Canada, We cannot abrogate our treaty with Canada, At the same time, North Da- kota has a claim on r,lissouri River water which Garrison Diversion in some form should deliver, <
