<br />At this meeting, Western representatives will explain the <br />proposed rate and will answer questions. Questions that Western <br />representatives do not answer at the meeting will be answered in <br />writing at least 15 days before the end of the consultation and <br />comment period. At this same mCeting, interested persons may submit <br />written comments or orally present their views. <br /> <br />C. Written Comments. Interested persons may submit written <br />comments at any tlme durlng the consultation and comment period. <br />Comments should be addressed to the following: <br /> <br />Mr. Lloyd Greiner, Area Manager <br />Western Area Power Admi ni strat ion <br />Department of Energy <br />P.O. Box 11606 <br />Salt Lake City, UT 84147 <br /> <br />D. Review of Comments. After the consultation and comment <br />period, Western will review the information presented and the comments <br />received, and may develop a revised proposed rate. If the . <br />Administrator of Western determines that further public comment should <br />be invited, at least 30 days will be afforded interested persons to <br />submit additional written comments regarding the revised proposed <br />rate. <br /> <br />E. Decision on Proposed or Revised Proposed Rate. Following <br />the end of the consultation and comment perlod and the end of any <br />other subsequent comment periods, the Administrator of Western shall <br />develop a rate, which, in the judgment of the Deputy Secretary of DOE, <br />should be confirmed, approved, and placed in effect on an interim <br />basis. The decision will be announced to the public, along with an <br />explanation of the principal factors leading to the decision. <br /> <br />F. Final Decision on the Rate Adjustment. The Oeputy <br />Secretary will promptly submit to FERC all the information concerning <br />the rate. FERC will then either confirm and approve on a final basis <br />or, remand, or disapprove the rate submitted. The published <br />procedures for rate adjustments are included herein in the Section X <br />entitled "Procedures for Public Participation in Power and <br />Transmission Rate Adjustments and Extensions." <br /> <br />1II. PROJECT DESCRIPTION <br /> <br />RGP was initially authorized as an irrigation project on the <br />Rio Grande River in south-central New Mexico and west Texas by the Rio <br />Grande Reclamation Project Act of February 25, 1905, ch. 798, 33 Stat. <br />814. Elephant Butte Dam, located 125 miles north of El Paso, Texas, <br />was completed in FY 1916.
