Initial Development)

The sum of the net ann~al direot and indirect irrigation benefits
min~s the operation, maintenanoe, and replaosment oosts attrib~table
to irrigation ($2,764,600) when extended over 100 years with 2-1/2 per-
oent interest equals $101,230,000. This figure is much greater than
the total alternative cost of $69,074,000 whioh represents the alterna-
tive justifiable expenditure.

Hydrolectrio power

As indicated in Appendix F, "Power", the estimated cost of an
alternative eteam-electric generating power system that would supply
the eoone amount of power and energy to the same load centers is
$61,454,000.

Total direct and indirect power benefits minus operation, main-
tenance, and replacement costs attributable to power ($4,554,500)
when extended over 100 years at 2-1/2 percent interest equals
~166,770,OOO which is considerably greater than the alternative justi-
fiable expenditure for steam eleotrio generation Which was used in de-
termining cost a11ocol: ions.

Munioipal water

Enlargement of the existing Sugar Loaf Reservoir to 45,000 acre-
foot capacity at a oost of ,{'2,42B,OOO and construction of a oanal of
200 second-foot capacity from East and Tennessee Forks of the ~rknnsas
River to the Sugar Loaf Reservoir at an estimated cost of 0207,000
would const~tute the alternate justifiable expenditure of $2,635,000
for supplying additional municipal water to Pueblo and Colorndo Springs.

The total annual benefits from supplying 5,700 aore-feet of muni-
cipal water amounts to ~3l9,OOO. The annual operation, maintenance,
and replacement expenses chargeable to municipal water would bo $2,490.
The difference between these two figures ($316,510) oapitalized at 2-1/2
percent over the l00-year period equals Sll,590,OOO which is greatly
in excess of the ~2,635,OOO oomputed in the preceding paragraph.

24
