METROPOLITAN WATER DISTRICT

Fi-rst development stage
In this initial construction phase of the project, certain features
have been built to full capacity, certain others to half capacity, and
the remainder to less than half capacity,
The term "full capacity" customarily refers to the District's filing
on 1,500 cubic feet per second of Colorado River water, To accom-
plish deliver,. of this quantity, in the ultimate development of the
project, the designed full capacity of main aqueduct features is
1,605 cubic feet per second, in order to allow for operating outages
aggregating 7 per cent of the time, The pumping plants, each with
nine units of 200 cubic feet per second, will have one spare in the
ultimate development,
Features which have been initially constructed to full size are
the pumping plant substructures and foundations, the main aque-
duel tunnels, the cut-and-cover conduits, the canals, and 23 per cent
of the total length of inverted siphons, Built to half size are the
superstructures of the pumping plants and 77 per cent of the total
length of inverted siphons on the main aqueduct, On the dish'i-
bution system, the Lake Mathews reservoir has been constructed to
approximately l1alf its ultimate storage capacity, and the upper
feeder is designed to transport as far as San Dimas a flow of 750
cubic feet per second, or half the main aqueduct capacity. Fea-
tures having less than half the ultimate capacity are the pump
installations, with three pumps presently installed in each plant to
deliver 600 cubic feet per second to Lake Mathews; the distribution
system west of San Dimas; and the water softening and filtration
plant, initially built to soften 155 cubic feet per second,

Construction and opcmtion
During the past year the Santa Monica feeder extending through
Glendale, Burbank, Hollywood, Beverly Hills, and West Los An-
geles, work on which was initiated prior to July 1, 1940, has been
completed, The Orange County feeder is virtually completed from
the opper feeder at La Verne to Fullerton, Anaheim, and Santa
Ana, The water softening and filtration plant was finished and is
being operated through a try-out period, and the Orange County
reservoir is nearing completion, Lateral pipe lines were extended
to selected points on the water systems of Burbank, Compton,
Long Beach, and Torrance,
Delivery of softened and filtered Colorado River water was first
made to Pasadena on June 17, to Santa Monica on June 19, Los
