<br />The distriot engineer reoommends that a project for flood control on
<br />Fortifioation Creek at Craig, Colo., as outlined above, be adopted by the
<br />United States subject to the conditions that local interests provide wit~
<br />out cost to the United States all lands, easements, and rights-of_way
<br />necessary for the construction of the improvement; hold and save the Un1 ted
<br />States free from all olaims for damages resulting from oonstruct1on and
<br />operation of the 1m.prove~ent; maintain the nood-control channel free from
<br />encroaohment; assume the cost of the relocation of all utilities, and main-
<br />tain and operate the improvement in accordance with regUlations prescribed
<br />by the Secretary of the Army.
