.

.

RESUME OF SUBSTITUTE PLAN FOR REUDI DAM

021'\

FRYING PAN RIVER, COLORADO

There can be no quarrel with the di'Jersion from the Frying Pan
Watershed to the Arkansas Basin, for Congress has interpreted the
hearings to mean that more Coloradans favor the diverSIOn than oppose
the plan. However, the report stated that an average of 65,000 acre-
feet with a maxi(;-_~.',,:~ S;,GOC' acrc-:~2t coule ~'" diverted, but the last
hearing intimate.: ~:~.~t a!1 average .::.:.~[',;.!al diversion .:-f 69, IOU 3.cre-feet
will be made.

The part of the plan that is not proper, and must be changed, is
the location of the regulating dam at Reudi site on the Frying Pan River;
and the reduction of flows in the Frying Pan and North Fork branch to
fifteen (15) cubic feet. per second delring the 'diversion mcnths, This
15 c.f. s. w~ .~.:: -,.' _ '___ea's 2 flJI: c;f 2 c'1ch"s depth in the FrYl -.; Par:
and would compl(.::-~~::. :uin the recreatior;.al V3~1J.es.

A 270 faa, higi:, 100,000 acre-foc,t storage darn at Reliai, wlll cause
- (1) Dislocation of the cabins at Reudi; (2) Purchase of 1,000 acres of
good farm land, including farm buildings; (3) Relocation of at least 7
miles of State Highway; (-~; ;;'",ioc;:,ti;::n of phone, power and water lines;
(5) A lake that is 2:ccessible only from the North or right side; (6)
Because of the lack of control during flood and the extreme low flow
during diversions, the ruination of all fishing from Meredith to Chap-
man Creek on the Frying Pan and on all of North Fork. These reaches
total 35 miles c~ ~"e 'cest fi,:,:c;.r:g a;1d camping waters in Colorado; and
- - - -(7)- the-loss of cl-l .s,,-,;r.mer-re,,'enue to 5 guest-ranches'up Stream from
Meredith.

Two substitute dams, one at Chapman Creek, to hold 70,000 acre-
feet, on the Frying Pan, and one at the head of North Fork Canyon to hold
30,000 acre-feet would not only alleviate all of adverse effects of Reudi
Dam, but would provide the same regulation for downstream users, and
provide many additional benefits, a few of which, are listed hereafter;

(1) Two lakes, accessible around their full perimeter.
(Nearly twice the shoreline available at Reudi) .

(2) Regulated flows through the upper Frying Pan and all of
Nortn Fork. This would enhance the present recreational values of these
35 miles of strui'ns.

',If;
"f'

./ .~
Q,:r. ("

'"
