Each Basin has a right to benefical <br /> <br />constlllpti"Ve use of 7.5 maf of water per year, and Mexico has a right to 1.5 <br /> <br />maf per year. Since normal flows are insufficient to rreet all the <br /> <br />cannitments when the states are using their total apportionrrents, the <br /> <br />Federal Government (see Table 1, Public Law 90-537) has been given the <br /> <br />responsibility to augrrent flows in the Colorado River to = an adequate <br /> <br />delivery to Mexico. <br /> <br />~ <br /> <br />Water quality is generally good near the headwater of the system but <br />..--... <br />~teriorate~as the water flows toward the Gulf of California. <br /> <br />Basin States approach full use of their apportionrrent, <br /> <br /> <br />expected to worsen. Without additional salinity control efforts, the <br /> <br />salinity at Illperial Dam could reach as high as 970 parts per million (p/m) <br />of total dissolved solids ('IDS) by the year 2010. However, salinity <br /> <br />control rreasures are being :i1tq;>lemented which should maintain salinity at or <br /> <br />below the standard of 879 p/m at IIrperial Dam. <br /> <br />In the mid 1960' s, the quality of water being delivered to Mexico becarre so <br /> <br />poor that Mexico filed a formal protest with the United States. As a <br /> <br />result, Minute No. 242 (Minute) of the nm: was adopted.
