With this restriction the only <br /> <br />iInplatentable source of replacerrent water, without changes in the Basin <br /> <br />states' position, is augnentation through either inportation (which was <br /> <br />restricted under the Colorado River Basin Project Act and extended by the <br /> <br />Act of NOIIellber 2, 1978, Public Law 95-578) or weather lOOdification. <br /> <br />The following sections discuss options that have been examined as a source <br /> <br />of reject stream replacerrent water and. for reducing YDP O&M =sts. <br /> <br />Appraisal level estimates on these options are provided as attachments to <br /> <br />this doculrent. <br /> <br />Bl. T ~~Cle Indian Land <br /> <br />Potential savings $15.9 million =uld result fran leasing idle Indian land. <br /> <br />and. delivering the water allotted to the land. to ~=. An equal quantity <br /> <br />of ~ton-M:lhawk retu= flows would be bypassed. About 20,000 acres of <br />agricultural land. on the Colorado River Indian ReseJ:Vation is presently <br /> <br />0>;;) <br />l~O, M <br />11~~.4 <br /> <br />idle because of poor econanic =nditions. This land and. its water rights <br /> <br />=uld be leased for an estimated annual =st of about $150 per acre plus an <br />O&M fee of about $20 per acre. The Colorado River Indian land is allotted <br /> <br />6.66 acre-feet per acre with a faon delivery of 5.0 acre-feet per acre. <br /> <br />The remaining I. 66 acre-feet is identified as miscellaneous syste:n losses. <br /> <br />By leasing 20,000 acres, 100,000 acre-feet would be available for use as <br /> <br />substitute water. A portion of the remaining 33,200 acre-feet [(6.66-5.0) <br /> <br />x 20,000] would be available for use on other reseJ:Vation lands. This plan <br /> <br />would probably require legiSlation to iInplatent. If awroximately 23,500 <br /> <br />acres =uld be leased, operation of the YDP =uld be eJ.iminated.
