This determination does not include any reduction for approved dIversions by <br />lID in 2003 based on these assertions. <br /> <br />Reclamation notes that IlD is a large and complex irrigation district with the irrigated <br />lands located a great distance from the source of water supply. Reclamation recognizes as <br />part. of this detemlination that lID continues, at some level, to make operatIOnal and <br />system improvements. However, complexity, dislance and historic operating practices, <br />are not persuasive in suggesting that further general operating practice improvements <br />call1lot be developed and implemented. Reclamation concludes that there are continumg <br />and significant opportunities to expand the system to measure, record, compile and repon <br />water tlow data throughout the llD irrigation system, <br /> <br />Similar findings by the SWRCB nearly 20 years ago and others more recently SUPP0l1 <br />this conclusion. Reliable water measurement data would be very useful to the fanners <br />and the District for a wide range of ilTigati:m water management purposes: Timely and <br />consistent on- farm measurement data would also be useful to Reclamation for use in the <br />Part 417 process, Data indicating that llD previously pursued several proactive operating <br />procedures and enforcements that have waned during the last 5 to ] 0 years (MET: Scott, <br />2003) supports a variety of Reclamation water conservation recommendations contained <br />in Section IV. <br /> <br />FACTOR 11. CONDITION OF WATER CARRIAGE AND DISTRIBUTION <br />SYSTEMS <br /> <br />Part 417.3 identifies the condition of water carriage and distribution systems as a tactor to <br />be analyzed, The water carriage and distribution system for delivering water to and <br />within IlD is comprised of a large network of delivery canals, canal laterals, regulating <br />and interceptor reservoirs, and drainage structures. <br /> <br />Key components of the delivery system are descnbed in the 2002 NRCE report (NRCE <br />2002, p. 11- 7 to 1I-9J, including: <br /> <br />. All-American Canal - 82 miles, unlined <br />. 6 major canals - 135 miles, concrete lined <br />. Canal lateral- 1,500 miles, concrete lined <br />. Surface and subsurface drains - parallel to laterals to drain each 160 acre division <br />. 10 regulating and interceptor reservoirs - 3,372 acre- ft. of combined capacity <br /> <br />Many improvements have been made in the carriage system and reservoirs by liD since <br />tbe 1988 IID/MWD agreement to implement carriage system i.mprovements with funds <br />from MWD. The major improvements funded by MWD should ha"e resulted in the need <br />lor less water to be diverted at Imperial Dam. An improved carriage system requires less <br />conveyance water.
