" <br /> <br />Generally there are numerous opportunities to store small flood flows arising from <br /> <br />thunderstorms above Trinidad Reservoir that are not storable under the operating principles. <br /> <br />These flood flows are presently temporarily detained in the reservoir and released at a <br /> <br />nondamaging rate offlow and passed through the project area without interference by Project <br /> <br />water users, The storage of these flows would result in increased depletions to downstream water <br /> <br />users and John Martin Reservoir. Again, a substitute water supply plan could be developed to <br /> <br />attain the use of some amount of these flows for Project purposes. No attempt was made to <br /> <br />determine the amount of water that could have been attained for Project water users during the 10 <br /> <br />year review period, <br /> <br />CONCLUSIONS <br /> <br />The operating principles have not been amended since publication of the 1988 report for <br /> <br />review of operations for the 1979-84 period. Therefore, the applicable conclusions of that report <br /> <br />as modified by the results of this review are incorporated in the conclusions of this review. <br /> <br />@ The transfer of water from the Model Storage Right to the joint use pool (rollover) is <br /> <br />a departure from the operating principles. This practi~ was suspended in 1989 by directive of the <br /> <br />Colorado State Engineer. The suspension has not had an effect on Project operations because at <br /> <br />the time rollover was practiced during the previous review period, the Model Land and Irrigation <br /> <br />Company lands were not irrigated during most of the review period whereas all the allowable <br /> <br />District lands were irrigated during this review period, and the increased irrigation requirement <br /> <br />has greatly reduced the significance of the rollover practice. <br /> <br />o The storage of winter water under the direct flow rights may be a departure from <br /> <br />28 <br /> <br />~ <br /> <br />'r- 0//0 UQ.- <br />~ <br />"'U'~ <br />
