<br />UU(.'t(.'t <br /> <br />. <br /> <br />. <br /> <br />I <br /> <br />Colorado River Ooerations <br /> <br />Torres Martinez Indian Tribe <br /> <br />At the Board's July meeting, we briefly discussed the Indian Tribe's request to amend Schedule A <br />of CVWD's 1958 contract to receive Colorado River water on its lands located in Improvement District <br />No.1. <br /> <br />Included in the Board folder a copy ofa letter, dated November 30, 2001, in which the Board stated <br />it had no comment. <br /> <br />Proposed Lease of a Present Perfected Right (PPR) Water Entitlement <br /> <br />As was requested at the November 14, 2001 Board meeting, statTprepared an analysis of the issues <br />associated with the potential transfer of miscellaneous present perfected right (PPR) No. 32. The analysis <br />is included in the Board members handout material. Miscellaneous PPR No. 32, as described in the 1979 <br />U.S. Supreme Court supplemental decree in Arizona v. California (439 U.S. 419), has a quantified <br />mainstream Colorado River water right of180 acre-feet per year associated with 30 acres of property, with <br />a priority date of 1928. Miscellaneous PPR No. 32 is located in the southern portion of the Palo Verde <br />Valley, immediately south of the Palo Verde Oxbow and adjacent to the Califomia high levee along the <br />Cibola Dry-Cut. <br /> <br />Originally, as defined in the supplemental decree, the water right was specified for irrigation use. <br />Miscellaneous PPR No. 32 was brought under contract with Reclamation, pursuant to Section 5 of the <br />1928 Boulder Canyon Project Act (45 Stat. 1057) on June 26,1987. and specified as a domestic water <br />right. On February 25, 2000, miscellaneous PPR No. 32 was assigned to Mr. Sonny Gowan, of San Dimas, <br />Califomia. Mr. Gowan has proposed to transfer between 150-175 acre-feet per year from rniscellaneous <br />PPR No. 32 to property owned by the Bureau of Land Management and leased to San Bemardino County <br />near Needles, California. These lands are managed as Moabi Regional Park by San Bemardino County. <br />The proposed water use at Moabi Regional Park would be considered domestic. <br /> <br />California's Colorado River Water Use Plan <br /> <br />State Water Resources Control Board (SWRCB) <br /> <br />Last month, the State Water Resources Control Board held a workshop on Califomia's Colorado <br />River Water Use Plan irrunediately following the Board's monthly meeting. As an informational item, <br />included in the Board folder is a copy of the: I) agenda for the workshop, and 2) the opening statement of <br />Mr. Art Baggett, chairman of the State Water Resources Control Board. <br /> <br />Pacific Institute Salton Sea Restoration Proposal <br /> <br />Included in the Board folder is a copy ofthe latest Salton Sea Restoration Proposal prepared by the <br />Pacific Institute. This proposal was prepared in October 2001, and suggests that a series of dikes could <br /> <br />3 <br />
