I NlIDnUCfIIJI <br /> <br />The Colorado Water Conservation Board is conducting a broad water <br />resources study of tributary watersheds of the Colorado River Basin <br />in Colorado. These studies are being made to provide a basis for <br />coordinating further planning for development and use of water and <br />related land resources. The Colorado Water Conservation Board initi- <br />ated a 'study of the water and land resources of the San ,Juan River <br />Basin in Colorado. Since the drainage area of the basin extends into <br />Arizona, Colorado. New Mexico and Utah. and problems relating to deve- <br />. lopment and use of water and related land resources are distributed <br />throughout the basin without respect to state boundaries. the rolorado <br />Water Conservation Board invited the state agencies with similar res- <br />ponsibilities to participate in the study. <br /> <br />As a consequence of their interests in the basin. the New r'~exico State <br />Engineer. Utah's Department of ~!atural Resources. and Arizona I s State <br />Land Department have joined with Colorado in the conduct of this survey <br />to the end that mutual interests may be recognized and opportunities <br />for development appraised. Within this framework. the survey will be <br />basin-wide in the collection. analysis. and presentation of information <br />while recognizing separate interests and objectives of the four states <br />in their parts of the drainage basin. <br /> <br />The participating states need information for solving water and related <br />land resources problems and to study relationships between future deve- <br />lop~ents. Information from the U.S. Department of Agriculture will fill <br />the gap that exists between farm-by-farm conservation operations informa- <br />tion and the larger project-type information now available. or to be <br />made available, by the Corps of Engineers. Bureau of Reclamation, and <br />other federal agencies. <br /> <br />Participation of the U.S. Oepartment of Agriculture was authorized under <br />provisions of Section f. Watershed Protection and Flood Prevention Act <br />(Public Law 566). P:3rd Congress. as amended, and supplemented. This <br />authorizes the Department to cooperate with other federal. state and <br />local agencies in making investigations and surveys of watersheds or <br />rivers as a basis for development of coordinated programs. <br /> <br />The U.S. Department of Agriculture's participation was in accordance <br />with the Memorandum of Understanding among the Economic Research Service, <br />U.S. Forest Service. and the Soil Conservation Service. dated February 2, <br />1956, and revised April 15. 1968. <br /> <br />Survey work by the U.S. Department of A9riculture was carried out by <br />technicians of the Soil Conservation Service, Forest Service, and <br />Economic Research Service under the direction of a USDA Field Advisory <br />Committee, Colorado Rivers, composed of representatives of the above <br />agenci es. <br /> <br />I1-l <br />
