Middle Park Pro;ect. <br /> <br />On Friday, February 28, 1964, I met with the Board of <br />Directors of the Middle Park Water Conservancy District at Kremmling, <br />Colorado, in connection with the recommendations contained in my <br />memorandum to the Board dated March 2, 1964. This memorandum was <br />released in advance to the Middle Park District so that it could be <br />discussed at the meeting last Friday. <br /> <br />My explanation to the Middle Park Board on the Parshall <br />unit was that it was the opinion of our staff that the principal <br />features of the unit could be included in the overall framework of <br />the proposed Middle Park project if we and the Bureau of Reclamation <br />are given the proper climate to work in. If we are allowed to con- <br />sider Denver's requirements from its Williams Fork Reservoir and <br />the diversion requirements of the carshall Project on a co-equal <br />basis, then we feel that both projects can exist on the river. In <br />short, we feel that the question of priority of water rights on the <br />Williams Fork must be regarded as immaterial insofar as the ultimate <br />solution of the problem is concerned. Under such criteria we feel <br />that a substantial part of the original Parshall Project can be <br />economically justified. <br /> <br />We therefore recommend that it be the policy of this Board <br />that planning on the Parshall Project proceed under the framework <br />of the proposed Middle Park Project on the basis above outlined. <br />We feel that this policy should be adopted prior to any final court <br />action and remain firm regardless of any decision or decisions <br />
