Impact on State Water proiect <br /> <br /> <br />For years Metropolitan, other State water contractors, <br /> <br /> <br />and many individuals and organizations have worked toward <br /> <br /> <br />completion of the State Water Project (SWP). The majority of <br /> <br /> <br />the tunnels, aqueducts, regulating reservoirs, pumping stations <br /> <br /> <br />and powerplants needed to deliver the contractual yield of the <br /> <br /> <br />SWP are already constructed. What is lacking are the facilities <br /> <br /> <br />needed to conserve surplus water that would otherwise flow to <br /> <br /> <br />the ocean and provide capacity through or around the Delta. <br /> <br /> <br />The status quo in the Sacramento-San Joaquin Delta is <br /> <br /> <br />unacceptable to virtually everyone with an interest in the <br /> <br /> <br />Delta. We are committed to a program for enhancing wate. <br /> <br /> <br />management and improving water transfer capabilities in the <br /> <br /> <br />Delta, which will add'approximately 500,000 acre-feet per year <br /> <br /> <br />of dry-period yield to the SWP. Delta improvements are a low <br /> <br /> <br />cost water supply with an estimated capital cost of $64 per <br /> <br /> <br />acre-foot with energy costs to bring the water to Southern <br /> <br /> <br />California adding another $75 per acre-foot. ~etropolitan needs <br /> <br /> <br />all of the support it can muster to help to complete the SWP. <br /> <br /> <br />Any proposal, such as that contemplated in this Agreement, which <br /> <br /> <br />tends to negate the importance of completing the SWP, is useful <br /> <br /> <br />to those who are opposed to the project. <br /> <br /> <br />IV. MAJOR WATER POLICY CHANGES <br /> <br /> <br />FOllowing through with all of the actions required to <br />implement the Agreement would require major legal and <br />institutional changes that could result in years of legal and <br />political battles. It would also involve changes in a 20-year <br /> <br />20. <br /> <br />'1!--C'. <br /> <br />
