<br />plies. The project would involve construction of regulating, replace-
<br />Ment, storage, and distribution reservoirs, together with numerous
<br />call1lls, tunnels, diwrsion dams, pumping plants, powerplants, plM'er
<br />tranSlllisslon grids, and many more appurtenant features.

<br />,am to suoh modifications as are made necessary by possible chanr.es in
<br />~sioal and economic conditions. Because of the unsettled status or
<br />the Colorado River Compact, which limits too quantity of water diverti-
<br />ble from the Colorado River Basin, the overall development or tre proj-
<br />ect has been divided into two phases, each of which would constitute
