<br />1G11 <br /> <br />professional services, anticipated design concepts, and use of alternative methods <br />of approach for furnishing the required professional services. <br /> <br />After holding such discussions, the consultants involved are to be ranked in order of <br />preference: <br /> <br />considering, and based upon, such factors as the ability of professional personnel, <br />past performance, willingness to meet time and budget requirements, location, <br />current and projected work loads, the volume of work previously awarded to the <br />person by the State agency, and the extent to which said persons have and will <br />involve minority subcontractors with the object of effecting an equitable <br />distribution of contracts among qualified persons as long as such distribution <br />does not violate the principle of selection of the most highly qualified person.... <br />In selection, ... Colorado firms shall be given preference when qualifications <br />appear to be equal. <br /> <br />Based on the first of the above requirements the CWCB has requested, received, and <br />evaluated 16 Statements of Qualifications (SOQs) from interested consultants. The <br />consultants determined by CWCB to be most highly qualified to conduct this study based <br />on review of their SOQs are being asked to submit proposals. The CWCB will use the <br />following process to evaluate and rate proposals received in response to this RFP and select <br />the consultant: <br /> <br />1. After receipt and review of the proposals an oral presentation will be scheduled <br />with each consultant at which the firm's proposal will be presented and <br />discussed. <br /> <br />2. Following the interview, each consultant will be evaluated and ranked based <br />upon the information provided in the proposal and the interviews. Information <br />contained in previously reviewed SOQs and any ratings based on that review will <br />not be considered during final ranking of the consultants. <br /> <br />3. Contract negotiations will then be initiated with the highest ranked consultant. <br />If a satisfactory contract cannot be negotiated, negotiations with the second <br />qualified consultant will be initiated and so on. <br /> <br />The cost of the study and scope of work will ultimately be negotiated between the <br />CWCB and the consultant. All study costs and expenses must be within the negotiated <br />amount. The consultant selected must be able to initiate work immediately upon execution <br />and final approval of a contract with the CWCB. <br /> <br />3 <br />
