As indi.cated by the enclosed Project map, these features are,
or will be, located in the Fryingpan River and Hunter Creek drainage
areas of the Colorado River Basin and in the Arkansas River Basin, central
and southeastern Colorado, respectively.

These extensive works will ultimately make possible the orderly and
beneficial use of water for irrigation, hydroelectric power generation,
fish and wildlife preservation, and municipal and industrial uses, and
provide flood control and other collateral benefits.

.

The Fryingpan-Arkansas Project was authorized under Public Law 87-590,
87th Congress, H.R. 2206, on August 16, 1962. This law provides that
the Project will be operated under Operating Principles adopted by the
State of Colorado April 30, 1959, as amended December 30, 1959, and
December 9, 1960. These Operating Principles were published by the
87th Congress, 1st Session, as House Document No. 130. A copy of these
Operating Principles is included as an appendix to this report.

Currently, Project features in operation are Ruedi Reservoir, Turquoise
Lake, Pueblo Reservoir, Charles H. Boustead Tunnel, and the Fryingpan,
South Fork, Chapman, Sawyer and Lily Pad diversion structures. The Ivan-
hoe Diversion Dam has been completed, and diversions from Ivanhoe Creek
will begin in 1976.

The amount of water required for replacement and the amount available
for marketing from Ruedi Reservoir has not yet been resolved. Studies
have been initiated to determine the replacement requirement and to
develop a marketing policy. Until these studies have been completed,
the reservoir will be operated for flood control, recreation, and
piscatorial purposes.

Turquoise Lake will be operated for regulation of Project and non-Project
water on a service basis as well as for incidental fish and wildlife and
recreation purposes.

.

Pueblo Reservoir will be operated for regulation of Project and non-
Project water on a service basis, as well as for flood control, fish and
