<br />General
<br />
<br />This is the seventh Annual Operating Plan for the Fryingpan-Arkansas
<br />Project, which, when completed, will consist of Federally-owned dams,
<br />reservoirs, canals, conduits, tunnels, pumping plants, hydroelectric
<br />powerplants, electric transmission lines, substations, and other facil-
<br />ities. As indi.cated by the enclosed Project map, these features are,
<br />or will be, located in the Fryingpan River and Hunter Creek drainage
<br />areas of the Colorado River Basin and in the Arkansas River Basin, central
<br />and southeastern Colorado, respectively.

<br />These extensive works will ultimately make possible the orderly and
<br />beneficial use of water for irrigation, hydroelectric power generation,
<br />fish and wildlife preservation, and municipal and industrial uses, and
<br />provide flood control and other collateral benefits.

<br />The Fryingpan-Arkansas Project was authorized under Public Law 87-590,
<br />87th Congress, H.R. 2206, on August 16, 1962. This law provides that
<br />the Project will be operated under Operating Principles adopted by the
<br />State of Colorado April 30, 1959, as amended December 30, 1959, and
<br />December 9, 1960. These Operating Principles were published by the
<br />87th Congress, 1st Session, as House Document No. 130. A copy of these
<br />Operating Principles is included as an appendix to this report.

<br />Currently, Project features in operation are Ruedi Reservoir, Turquoise
<br />Lake, Pueblo Reservoir, Charles H. Boustead Tunnel, and the Fryingpan,
<br />South Fork, Chapman, Sawyer and Lily Pad diversion structures. The Ivan-
<br />hoe Diversion Dam has been completed, and diversions from Ivanhoe Creek
<br />will begin in 1976.

<br />The amount of water required for replacement and the amount available
<br />for marketing from Ruedi Reservoir has not yet been resolved. Studies
<br />have been initiated to determine the replacement requirement and to
<br />develop a marketing policy. Until these studies have been completed,
<br />the reservoir will be operated for flood control, recreation, and
<br />piscatorial purposes.

<br />Turquoise Lake will be operated for regulation of Project and non-Project
<br />water on a service basis as well as for incidental fish and wildlife and
<br />recreation purposes.
