1163 8 OPLRATING PRINCIPLES, FRYINGPAN-ARKAN$AS PROJECT the continued study of project operations to the end that, if the stated operatinp principles may be improved upon, recommendations for chanres may be made to the contractin~ parties, a commission shall be created in an appropriate manner to be composed of one representative of the Southeastern Colorado H<iter ConserviUlcy District, one representative of the Colorado Piver Water Conser- vation District, two representatives of the Urtited States, and one representative of the State of Colorado appointed by'the Colorado Water Conservation Board after consult at ion with the Colorado Game and Fish Commission. The powers of such commission shall be limited to the COllection of data, the making of findings of fact, and the sURgestion of changes in operating principles. These operating principles shall be deeme~ to have amended and take the pl~ce of those operating princip1esisi~ed and executed on April 3D, 1959. These operating principles shall be and do constitute a contract between the signatory parties, and shall inure to the benefit of and shall be and remain bindinp upon said parties, their respective successors and assigns.
