J. Kuiper, <br />Colorado State Engineer, and Mr. Robert Jesse, Division Engineer, <br />were notilied 01 this action and that the Administration 01 decreed <br />water rights lor Colorado would begin April 13, 1978, unless a change 01 <br />conditions justified cancellation or modification 01 this notice.
