<br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />., <br /> <br />The evaluation of cloud_seeding reeults is kno~m to be <br />extremely difficult, and perhaps even impossible because of <br />the tremendous variation and extremes of natural ..eather phenom- <br />ena. The analysis of precipitation records which is presented <br />herein.was undertaken with a full realization of the posSibility <br />that for the short period considered nothing significant might <br />be detected. The change resulting from seeding operations can <br />be detected only if of unusual statistical significance when <br />compared by approved scientific methods to past precipitation <br />records. Laok of any significant changes for even a season, <br />on the other hand, indicates that there is no real evidence for <br />the sucoess of the operation. <br /> <br />Colorado A & M College decided to enter into this study <br />for the NCNRA because it ','ished to assist in seeking answers to <br />the many questions raised about artificial cloud seeding. It <br />was an opportunity to assist the public, which it serves, and <br />at least determine some of the problems involved in evaluation <br />of this new development. The staff hoped ~lso that some <br />definite recommendations could be made which might assist in <br />evaluations of future operations and in improvement of the <br />type of oontract used, <br /> <br />The Problem <br /> <br />The study undertaken is ooncerned ~ith analyzing the <br />attempts to increase precipitation, improve precipitation <br />patterns, and reduce the ','eather extremes of violent dOli'mpour <br />and excessive erosion and destruction. The target area is <br />outlined accurately on the map attaohed as Fig. 1.
