<br />significant Changes are detected then the question will <br />erise as to how much may be attributed to artificial means. <br />A distinct improvement in analyzing cause and effect that <br />definitely needs to be brought about for future evaluations, <br />is to require the operator to notify the purchaser of <br />details of his operations on the day they take place. This <br />will assist in evaluation studies as well as in checking on <br />the operator's estimate of a seeding opportunity. It does <br />not appear unreasonable to request operators to "call their <br />shots" as a means of further strengthening an evaluation. <br /> <br />6. The purchasers would be spending money wisely to <br />cooperatively provide adequate staffs to evaluate one or <br />more projects. During the developmental years in the <br />science of artificial nucleation, when all efforts are un- <br />proven and subject to great controversy, it would appear <br />economically desirable to be certain that the results would <br />not have occurred naturally. <br /> <br />7. There is need for a more elaborate study, which would <br />include tracking storms to learn in detain what they did <br />during their complete movement. This will serve the purpose, <br />among other things, of determining just where the moisture <br />falls and whether or not precipitation in one area robs any <br />other area along the storm path. <br /> <br />8. A fairer type of contract for the purchaser, during <br />the unknown and uncertain stages in the development of this <br />science, would include a performance requirement.
