f'-
(0

.

.

(. .~

sources. A trade agreement would cement this government-

~

(~. \
~) to-government, industry-to-industry relationship between the

U.S. and Japan.

Our goal in the coming months is to simultaneously execute the

trade agreement and receive letters of intent from Japanese

coal users, thus allowing WESTRANS to proceed toward

realization. U.S. investors will be further motivated to

expedite the project when both objectives have been
accomplished.

Another activity we expect to accomplish in 1985 is startup of

a facility to demonstrate the liquid C02 transport technology

on a commercial scale. Southwest Public Service Company is

currently building such a facility and we are negotiating for
the option to participate.

As you are aware, we are committed to support the salinity

control program. During the 6 month period after forming a

business partnership, we will conduct a technology seminar and

work with Reclamation to identify projects that appear to be

technically and economically feasible and have potential for

"privatization." Walt Fite will explain these activities in

more detail. It is important to note that we cannot initiate

salinity control activities until the partnership has been

formed because of limited funds.

5.
