Board Meeting-- <br />Inspector General's Report on the Colorado River Basin <br />Salinity Control Program <br /> <br />Introduction <br /> <br />Unbeknownst to any of the seven Colorado River Basin <br />states. the Inspector General of the Department of the Interior <br />has been reviewing the Colorado River Basin Salinity Control <br />Program for well over a year. The existence of an audit report <br />on the program became known to the states in mid-September only <br />after the report was released to the press and I received an <br />inquiry about it from a reporter. <br /> <br />Discussion <br /> <br />The "Findings and Recommendations" from the audit report <br />are enclosed for your information. The report deals with both <br />the Yuma Desalting Plant authorized by Title I of the Colorado <br />River Basin Salinity Control Act and the salinity control units <br />authorized by Title II of the Act. <br /> <br />The seven states believe that the report is an inaccurate <br />and wholly unfounded document. Of most concern to the Upper <br />Division States. particularly Colorado. are statements such as <br />the one found on page 9 of the report: <br /> <br />Although the Bureau has expended about <br />$142 million .... it has made little <br />progress planning and constructing salinity <br />control projects authorized by Title II <br />.... Projects to control salinity from <br />natural sources cannot be constructed <br />without water use permits issued by the <br /> <br />1248E* <br />
