.

.

.

5

Inside the Drama of the Colorado River Compact Negotiations:
Negotiating the Apportionment
(stage directions and tone suggested by Professor Tyler's
character biographies appended to script)

(Compact Commission files on stage. Chairperson Hoover at head of table,
Upper Basin Commissioners on one side to the left of Secretary Hoover,
Lower Basin Commissioners on the other to the Secretary's right. Except
for edits that place the text in context, the expressions are those of the
negotiators, presented here as if they were in one continuous session. For
reference, the script internally shows which meeting of the twenty-seven
negotiating sessions each excerpt is from. Slides running on screen to the
left of the stage show photos of original Commissioners and Hoover Dam
during introduction and at closing. Hand held signs show which negotiating
session the Commissioners are in, as the docudrama proceeds.)

Federal Representative:
The Honorable Herbert Hoover, Secretary of Commerce

State Representatives:
Arizona: Mr. W.S.
