<br />. <br /> <br />. <br /> <br />. <br /> <br />16 <br /> <br />Mr. Norviel: <br />(Arizona counterpoints Carpenter to seize the bargaining initiative) <br />I have a new proposal, that all priorities between said states, <br />with respect to their use of Colorado River water, excepting the Gila <br />River, are specifically waived, provided that each state shall be free to <br />develop the additional new acreage, without detriment to existing <br />irrigated lands: <br /> <br />Wyoming <br />Colorado <br />Utah <br />New Mexico <br />Nevada <br />Arizona <br />California <br /> <br />543,000 acres <br />1,018,000 acres <br />456,000 acres <br />483,000 acres <br />82,000 acres <br />676,000 acres <br />481,000 acres <br /> <br />(side-long glances to McClure and Scrugham) <br /> <br />Provided that adequate storage be created at one of the major dam <br />sites in the Grand Canyon. <br /> <br />Provided that a permanent Commission be created with power to <br />grant waters for additional acreage without detriment to the acres <br />stated above for each state. <br /> <br />Secretary Hoover: <br />Mr. Carpenter, would there be any hope of agreeing subject to an <br />adjustment of acreage? <br /> <br />Mr. Carpenter: <br />I have my serious doubts about our legislature looking with favor <br />upon an acreage limitation. <br /> <br />Mr. Norviel: <br /> <br />16 <br />
