<br />on, l~ 6 <br /> <br />. <br /> <br />. <br /> <br />Finally, it was reported to you at the July Board meeting that the Forest Guardians had filed <br />a shay-day Notice ofIntent to Sue Reclamation and other federal agencies to require environmental <br />compliance regarding the Upper Colorado River, Rio Grande, Costello Creek and Pecos River <br />Compacts. Reclamation and other federal agency representatives met with the Forest Guardians on <br />October 5110 to discuss its concerns and attempt to preclude a lawsuit. Basically, this was an initial <br />meeting to provide all of the parties a better understanding of the issues. The Forest Guardians have <br />indicated that its focus will be on the Upper Colorado River and the Rio Grande River, with the <br />Pecos River included in the Rio Grande issues. Additional infonnation was requested by Forest <br />Guardians and will be provided by Reclamation. The Forest Guardians have suggested another <br />meeting after they have had time to reviewe the information provided by Reclamation. No decisiol}S <br />were made at the meeting. Forest Guardians is not giving up the option to sue. . <br /> <br />Lower Colorado Water SUl)1)lv Proiect <br /> <br />At last month's BoanfiiiecffiD:g there was a discussion between the Board members and <br />Mr. Tom Parry, City Manager for Needles, concerning Reclamation's schedule for implementing the <br />Lower Colorado Water Supply Project and the financial impact it is having on Needles. As a result, <br />the Board directed me to write a letter to Reclamation expressing the Board's concern and request <br />from Reclamation its plan for completing its work assignment for establishing the "accounting <br />surface". Included in the Board folder is a copy of the letter that was sent to Reclamation. Within <br />the letter I reiterated the Board's concerns with Reclamation approving surplus water contracts <br />without any assurance to the parties that water would be available to them in the future and that <br />every effort must be made to establish the "accounting surface" as quickly as possible. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Pro~ <br /> <br />The eolorado River Basin Salinity eontrol Forum (Forum) and Advisory Council are <br />scheduled to hold their fall meetings on October 18110 and 19110 in Santa Fe, New Mexico. Included <br />in the Board folder are copies of the proposed agenda for each meeting. <br /> <br />One of the items of discussion will be the preparation of the 1999 Review of Colorado River <br />Water Quality Standards for Salinity, sometimes referred to as the 1999 Triennial Report or 1999 <br />Review. In preparation for the meeting, each participating Basin state was requested to solicit <br />comments from its water users and other interested parties on the appropriate scope and format for <br />the 1999 review. Included in the Board folder, is the Public Notice that was mailed to over 130 <br />entities.
