Tne joint applicants agreed to contribute tne
sum of $30,000.00 per year, or a total of $60,000.00; the Bureau
of Reclanation agreed to contribute ~p to 540,000.00 in in-kind
services annually for a total of up to $80,000.00 and the Colorado
Division of Wildlife agreed to contribute $5,000.00 plus an
unspecified amount of in-kind services.

,

To date $319,068.00 has been expended on the project by the
Authority, $30,000.00 by the Upper Gunnison, $25,000.00 by the
Colorado River District, $5,000.00 by the Colorado Division of
Wildlife and 5101,021.00 by in-~ind services by the Bureau of
Peclanation, for a total of 5480,OE9.00. It is anticipated tnat
the study will be conpleted 1n tne first ~~arter of 1989. It is
estimated that of the total anount expended to date on said
project three-fourtns (3/4) was allocated to the Upper Gunnison
8esin and one-fourtn (1/4) was allocated to the Unconpaghre
Bas in.

.,

The purpose of the study is to forunulate a water managenent
plan consisting of strucruraland non-structural project
conponents which would optimize the availability and use of water
and hydropower resources by users within the Gunnison River Basin.
The scope of the study would incorporate the following:

1.

Resources inventory and determination of need.

2. Identification and prelininary evaluation of alternative
nanagement options and potential projects.

3. Pre-feasibility level evaluation of ~anageme~tstrategies
and potential projects, incl~ding their pr10ritizetion for
develo~;.'lenr.

4. Identification end p~eliDi~2ry evaluati~n of finan~ing
opportunities available.

5. Identification of additional studies and permits necessary
for project development.

A significant portion of said study has been devoted to
analyzing the Upper Gunnison Project which was initially propcsed
as a participating project under tl1e Colorado P.iver Storage
Project Act. All the water rights for thet project are tne water
rights which are the subject of this Application For Quadrennial
Finding Of Reesonable Ciligance, and are D~re fully described in
paragraph 2., above. Said water rignts were initially file~ upon
by the Colorado River District and subsequently transferred to the
Upper Gunnison. Since its inception, the project and the studies
associated with seid water rights have been ~orKed on jointly by

iJ CCOSOG22
