When compact effective.-- Said compact shall not <br />become effective unless and until the same has been ratified by the <br />legislature of each of the signatory states and consented to by <br />the congress of the United States. The governor of the state of <br />Colorado shall give notice of the ratification of the said compact <br />to the governor of the state of Kansas and to the president of the <br />Un ited S ta tes. <br /> <br />37-69-103. Interstate agency created by compact.-- It is hereby <br />recognized, found. determined, and declared that the compact creates <br />an interstate agency which is known as the Arkansas river compact <br />ad~irristration and which is an independent entity ~hose members and <br />employees are not officers and employees of either of the states <br />signatory to the compact. <br /> <br />".', <br /> <br />" <br /> <br />;, <br />
