William McDonald <br />Colorado Water Conservation Board <br />823 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />Re: John Martin Reservoir Operating Criteria <br /> <br />Dear Mr. McDonald: <br /> <br />Subsequent to the meeting held October 30 to discuss possible <br />changes in the Operating Criteria for John Martin Reservoir, the <br />District 67 Ditches requested that we analyze the effects that <br />construction of John Martin Reservoir and adoption of the Arkansas <br />River Compact had on the amount of water historically yielded by <br />their water rights, A report which contains the results of our <br />study is enclosed. Our analyses indicate that operation of John <br />Martin Reservoir according to the terms of the Arkansas River <br />Compact has resulted in the exchange upstream of most of the <br />water stored in the conservation pool, which benefits only the <br />ditches in Water Districts 14 and 17. The only benefit received <br />by the ditches in Water District 67 has been regulation of their <br />water supply.
