Trans-
mountain diversions were not included in any of the totals.
Analysis of the summary contained at the bottom of Table 1
clearly shows that the upstream ditches have benefited more than
the District 67 ditches from adoption of the Compact. The Fort
Lyon Canal diversions increased from the pre-Compact average by
3,236 acre-feet per year during 1950 to 1974. However, the Dis-
trict 67 diversions decreased from their pre-Compact average by
4,881 acre-feet per year during the same time period.
The information contained in Table 1 can also be used to
quantify the loss in average annual diversions suffered by
the District 67 ditches during the 1950 to 1978 period. The
ratio of the Fort Lyon Canal diversions and the District 67
diversions would have remained constant at 1.38 if a change
in the relationship had not occurred after the Compact was
adopted. The annual average District 67 diversion which would
have resulted had the relationship remained constant can be
computed as:
216,941 Ac-Ft/Yr = 1.38
x

x = 157,204 Ac-Ft/Year
where x is the average annual District 67 diversion. Thus, the
average loss in diversions suffered by District 67 has been
157,204 - 148,562 = 8,642 acre-feet per year,
The data contained in Table 1 has also been presented
graphically in Figures I, 2 and 3. Each of these figures con-
tains trend lines for the periods prior to and after adoption
