The engineer provides office space, <br />clerical services, transportation, and other services, The Forum agrees to pay fees <br />for services and certain other operating costs associated with this contract, The <br />expenses incurred under the contract are reflected in the accompanying statement <br />of revenues, expenses, and fund balance, <br /> <br />(3) State Allocation <br /> <br />State allocations represent charges to the states for their pro-rata share of <br />allocations for the purpose of operating the Forum, Such allocations are based on <br />a formula and are charged to the states annually, <br /> <br />(4\ <br /> <br />Income Taxes <br /> <br />The Forum is an organization formed by the seven Colorado River Basin States <br />and as a quasi-governmental organization is not subject to income taxes, <br />
