<br />project would fill the senior rights in the lower area. This exchange will <br />involve leaving water stored in existing reservoirs on Grand Mesa as late <br />as possible. The swapping of water will require negotiation of water <br />right exchange agreements with present holders of senior diversion and <br />storage rights in the lower Surface Creek and Tongue Creek areas so <br />that more water may be available to upper Surface Creek, Tongue Creek, <br />Cedar Mesa, and Redlands Mesa areas. The agreements would permit <br />increased diversions from streams in the upper proiect areas in exchange <br />for delivery of the new water through the Gorsuch Canal to senior rights <br />downstream. <br /> <br />REPAYMENT CONTRACTS. The Grand Mesa Water Conservancy Dis- <br />trid must negotiate three contracts prior to start of construction. <br /> <br />t. <br /> <br />Since part of the proied lands are in the North Fork Water Con- <br />servancy District, a three-way contract among the Grand Mesa District. <br />NorihFork Distrid, and the Bureau of Reclamation will be necessary to <br />cover repayment of costs allocated or assigned to the lands in the North <br />Fork District. The Grand Mesa Board must work out details of a repay- <br />ment contrad for the major portion of the project lands within the Grand <br />Mesa boundaries. The third major task is approving applications of <br />individual water users for purchase of water and drawing contrads for <br />payment of the water charges.
