Total System
active storage at the end of November was 50.325 million acre-feet (mat) which is 745,000 acre-feet
less than one year ago.

December releases from Hoover, Davis, and Parker Dams averaged 9,990, 8,880 and 5,350
cubic feet per second (cfs), respectively. Planned releases from those three dams for the month of
January are 10,620, 9,940, and 5,760 cfs, resp.:;ctively. The planned releases represent downstream
, water requirements.

The final January 1 forecast for April through July unregulated inflow to Lake Powell is
12.001 mar, which is 155 percent of the 30-year average for the period 1961-1990. The inflow to
Lake Powell for the 1996-97 water year is expected to be 16.407 maf, or 140 percent of the 30-year
average.

The Lower Division States' estimated consumptive use of Colorado River water for calendar
year 1996, as estimated by Board staff, totals 8.269 maf and is projected as follows: Arizona,
2.708 maf; California, 5.317 maf; Nevada, 0.244 maf Estimated additional unmeasured return flow
credits of 0.267 mafwould reduce the total amount to 8.002 maf. For calendar year 1996, the
Central Arizona Project (CAP) diverted 1.194 mar and The Metropolitan Water District of South em
California (MWD) diverted 1.244 maf.

The preliminary January 1 st estimate of the 1996 end-of-year California agricultural
consumptive use of Colorado River water under the first three priorities of the 1931 California
Seven-Party Agreement is 4.034 mat: This estimate is based on the collective use through December
1996 by the Palo Verde lrrigation District, the YUma Project Reservation Division, the Imperial
Irrigation District, and the Coachella Valley Water District. Figure i, bound at the end of this report,
depicts the monthly forecasts of end -of-year agricultural use since the beginning of the year.

Colorado River Operations

The 1997 Annual Operating Plan for the Colorado River System Reservoirs (1997 AOP)
has not been signed.
