The Landis Canal
would contain crossings for game and domestic animals and thus would
not interfere with normal migration patterns. Spoil banks along the
canal would be reseeded with selected grass species.

Specific questions that will need to be answered are listed as follows.

1. Will the project promote orderly growth or will it simply pro-
mote rapid and generally uncontrolled growth in the Roaring Fork Valley?

2. Will the project enhance water quality by aiding sewage treat-
ment programs or will it degrade water quality in other respects?

3. Will irrigation requirements cause such drastic drawdown of
Ruedi Reservoir that it will affect recreation (minimum pool is small--
less than 2,000 acre-feet)?

4. Will construction of Landis Pipeline cause potential esthetic
and erosion problems?

Project Administration and Repayment

Local people organized the Basalt Water Conservancy District in April
1964 for project sponsorship and administration.

Local Interest

To expedite the feasibility studies, the State of Colorado contributed
$12,500 for an aerial topographic survey of the potential Basalt Con-
duit. This work was completed June 30, 1966.

Water conservation agencies in Colorado have also encouraged these in-
vestigations and have been most helpful in the prosecution of the work.
The Colorado Water Conservat~on Board contributed $15,000 to the Bureau
of Reclamation in order to have the Ruedi-Western Slope study started
in fiscal year 1961. The Board also contributed funds to the U.S.
Geological Survey for the installation of three gaging stations on po-
tential project streams.

The Colorado River Water Conservation District bas assisted in the in-
vestigations, paying the cost of u.s. Geological Survey topographic
mapping of the project area and have made water right filing required
for the project. By contract dated October 27, 2966, the Basalt Water
Conservancy District also contributed $10,000 to expedite the project
feasibility studies and the local people organized the Basalt Water
Conservancy District in April 1964 for project sponsorship and admin-
istration.

6
