<br />'On May 9, 1921, Governor Robert D. Carey of Wyoming appointed
<br />Mr. F. C. Emerson, State Engineer, as Commissioner to represent
<br />that State on the Joint Conunission;
<br />
<br />Formal notification is hereby given you that, acting in com-
<br />pliance with the provisions of Chapter 46, Session laws of 1921; I
<br />appointed Mr. W. S. Norviel, State Water Commissioner, on March
<br />23, 1921, to be the representative of the State of Arizona on a
<br />joinu Conunission to be composed of a representative of Arizona,
<br />California, Colorado, Nevada, New Mexico, Utah and Wyoming, and a
<br />duly authorized representative of the United States of America,
<br />such Commission to be constituted for the purpose of negotiating
<br />and entering into a compact or agreement between the said States,
<br />and between said States and ,the United States, with the consent of
<br />Congress, respecting the further utilization and disposition of the
<br />waters of the Colorado River and streams tributary thereto, and
<br />fixing'and determining the rights of the said States and the rights
<br />of the United States, in and to the use and disposition of the
<br />waters of said stream 'and the benefits to be derived therefrom.
<br />His commission has been duly issued and he has qualified under
<br />the provisions of said enactment as said representative.
<br />
<br />Further evidence of each and every one of these appointments
<br />is hereby submitted in the attached copies of letters and telegrams
<br />from the Governors of California,.Colorado, Nevada, New Mexico and
<br />Wyoming; and copy of letter from Lamar Nelson, Secretary to the .
<br />Governor of Utah, also copy of my letter to the Secretary of State,
<br />dated March 23, 1921.
