That reciprocal arrangements or. agreements shall be made <br />and entered. into bet1-leen any of the said states, or any of .the <br />.ci tizens thereof ,where the diversion. of the Hater from.Golorado <br />River or any of its tributaries may be more advantageously made in <br />one state for use in another state, and no request for such a permit <br />shall be denied uithout just cause. Failing to reach an agreoment, <br />or the denial of the application in such case, the matter shall be <br />. submitted to .this Commission on an agreed statement of facts for. <br />adjustment, as to'an arbitrator, and the decision of this Commission <br />shall be final in such matters.and respected by the officers in said <br />states. <br /> <br />~. <br /> <br />v' <br /> <br /> <br />. "5. All development 1-fOrk on Colorado . River in any state, <br />,rhether for the purpose of applying the ,lUters thereof to a benefici- <br />al use or othen,ise, shall be \IDder the la,lS, rules, regulations and <br />control of that state. <br /> <br />"6. \,)here development 1wrk is partially in one state and <br />partially in another, the laws, rules and regulations of each state <br />shall govern and control the portion of the ,fOrk in such state, <br /> <br />"7. No water shall be diverted from Colorado River or any of <br />its. tributaries for use outside the Colorado River Basin, except by <br />unanimous consent of the Commission,. <br /> <br />"8. As soon as practicable each member of this .Commission shall <br />collect informationsho,dng all of the uses of the water from Colo- <br />rado River and its tributaries, the cultivated acreage of land irri- <br />gated in hiS state, with maps showing same and furnish the same to <br />the Secretary of this Commission to be by him compiled and platted, <br />or othenlise. prepared for the convenient use and information of the <br /> <br />-' <br /> <br />
