Commission .will do. and which certainly I have tried, <br /> <br /> <br />and I believe successfully, to' do, I cannot too strongly insist upon <br /> <br /> <br />the importance of the principle which I have just said. Any burden <br /> <br /> <br />that is ayoidable, that is placed upon the development of the <br /> <br /> <br />tributaries of the Colorado,. in irrigation, is ,lrong. Any further <br /> <br /> <br />burden will.decrease the feasibility of development in those. regions <br /> <br /> <br />and .they.are small at best, They are difficult enough at best and <br /> <br /> <br />Hhile, of course, we all hope for reciprocity of. action and opportu- <br /> <br /> <br />nity in all.these matters; this is one thing Hhich should be kept <br /> <br /> <br />always in wind by anyone desiring the greatest possible benefits to <br /> <br /> <br />the country . <br /> <br /> <br />The development of the little spots here and there throughout <br /> <br /> <br />the northern states is i~~ortant on account of their bearing on the <br /> <br /> <br />grazing and mining industries and the local developments Hhich insure <br /> <br /> <br />subsistence of both,man and beast. It is obvious that if irrigation <br /> <br /> <br />,lere strangle.d the industries likewise 'lOuld be strangled. <br /> <br /> <br />Therefore, in vie,l of the fact that, Hhen He touch upon the <br /> <br /> <br />development of the Lower Basin, it is not necessary to place any. <br /> <br /> <br />additional avoidable burdens upon the Upper Basin because the full <br /> <br /> <br />conservation of the water of the Basin insures enough for all and if <br /> <br /> <br />any are left out the Hater will run .to waste and none of you desire <br /> <br /> <br />to waste any water that can be feasibly and eeonomically used, A <br /> <br /> <br />great deal o.f thE) basin, over 20 per cent of the Basin, is in the <br /> <br /> <br />Arizona. valley, and Arizo.na will need all its water supply if it is <br /> <br /> <br />found feasible .to develop it but He have not depended upon any <br /> <br /> <br />Arizona water for the working out of any possibilities beloH, <br /> <br />.. <br /> <br />. <br /> <br />. <br /> <br />. <br />. <br />
